비정규노동센터의 조직적ㆍ제도적 실험: 아파트 경비노동자 조직화를 중심으로

This paper focuses on the case of the worker center’s organizing apartment security workers in the context of predistribution promoting equality. This case is noteworthy in two aspects. First, worker center, an actor who has rarely received attention in organizing non-standard workers, is leading to organizing. Second, worker centers compensate for resource deficiencies and strategic vulnerabilities in organizing non-standard workers by drawing up central and local goverments’ budgets for organizing security workers and signing win-win agreements. We identify worker center’s organizing apartment security workers as a kind of organizationalㆍinstitutional experimentation. We examine how worker centers have changed and renewed the form of labour interest representation, and what institutional changes worker centers have sought and how they have brought about to enable sustainable workers’ organization. Although organizing is currently underway, so it can only be provisional, this study contends that organizationalㆍinstitutional experimentation of worker center can be another strategy that can supplement existing strategies for organizing marginalized workers.
