간접고용 여성 비정규직 노동자 조직화 과정과 전략: 콜센터 노동조합 사례를 중심으로

This paper purposes to scrutinize the strategy to organize indirectly employed women workers by examining the cases of call center labor unions that are recently organized. This study focuses on the organizing process and strategy of call center labor unions in order to analyze how call center workers overcome unfavorable conditions, deficient experiences of labor union movements, and insufficient resources. It was found that at the beginning, the difference in strategic capacities of the three call centers, which are subcontracted to the same bank, affected their formation of strategies and the performance of labor union activities. However, despite the differences in conditions of unionization and in strategic capabilities, the union strategies converged into the alliance among three unions. The strategy of alliance was mostly made by the leadership which had shown the most successful performance among three unions. The case of organizing three call center unions is meaningful in that indirectly employed women workers in the private sector, which is dominated by the young generation (mainly 30s and 40s), organize unions and engage in labor union activities without initial supports from outside. It also provides a strategic perspective for the future non-standard workers’ labor union movement.
