재난불평등과 젠더, 그리고 팬데믹 이후의 과제

The coronavirus, which began at the end of 2019, has repeatedly mutated and re-spread even after it declared a pandemic on March 1, 2020. As a result, many countries around the world face contemporary changes, and the daily lives of individuals enjoyed as human beings have been "deferred" since the end of post-Corona or Corona. However, human life is not simply of a nature that can be "deferred," and people must lead lives between people even in times of the outbreak of infectious diseases. Further, someone who can't withstand such a suspended period is being pushed to the edge of the cliff waiting for a promising future of "post-corona." Of course, the virus does not distinguish people, so anyone can be infected. On the other side, disasters do not affect everyone equally. In the end, Pandemic openly reveals that "all people are not equal, discrimination based on gender, class, race, etc., as well as such social inequality and vulnerability have been hidden." In order to examine disaster inequality from a gender perspective, this article attempts to conceptualize the nature of disasters and the disaster vulnerability as a risk realized through the pandemic. In particular, we will look at disaster inequality through specific cases as the genderized effect of COVID-19 over the past two years. Finally, since the gender inequality has continued in disasters, so we will seek directions to restructure the current disaster management system from the gender perspective.
