공기업 출자회사의 사회적 책임성 제고에 관한 탐색적 연구: 민관협력(PPP) 출자회사를 중심으로

This study is an exploratory application of social responsibility, which is commonly pursued in the private and public sectors these days, to SOE’s public-private partnership(PPP) subsidiaries. Based on previous studies, factors of social responsibility applicable to SOE’s PPP company were derived. A survey on perceptions of social responsibility is conducted on the SOE employees managing PPP subsidiaries. The analysis shows that the overall institutional management of social responsibility is insufficient. The perception survey shows that the recognition of social responsibility to the PPP subsidiaries of the power generation SOEs and the direct subsidiaries of the non-power generation SOEs was more positive than the PPP subsidiaries of the non-power generation SOEs. The difference in perception was primarily related to the control of SOEs over subsidiaries. Although public corporations’ perception of social responsibility management is changing positively, more improvement is needed. As social responsibility is universally applied in the private and public sectors, The results show that it is necessary to institutionalize social responsibility management, conduct evaluations of social responsibility, clarify social responsibility factors, and improve awareness of social responsibility for the SOE’s PPP subsidiaries. Finally, the results suggest that active use of the private sector’s independent social responsibility evaluation method is necessary for the easy application of social responsibility to the SOE's subsidiaries.
