중간처우시설 활성화 방안에 관한 비교법적 고찰- 거주형 사회복귀센터(RRC)를 중심으로 -

Halfway Houses are intermediate space for correctional facilities and local communities that help inmates develop the ability to readjust to society with providing various programs and services like employment counseling, job assistance, financial management, housing support, basic life skills and etc. The purpose of halfway house is to promote an ability to adapt social life that inmates to develop the tools that they need to be better themselves and rebuild their ties to the community and securing the society. Since the first halfway house was established on 2009, it has received positive review and the demand for halfway houses increases. Due to the development of science and technology and rapid social change, social re-adjusting training has become more necessary. However, the use of halfway houses in our society is insufficient yet. Only 7 halfway houses are operated and the capacity is around 100 people. This article seeks the activation measures of the halfway house. For this, it analysis the Residential Reentry Center (RRC), a representative halfway house in the United States. Halfway house program has a long history in U.S. In early days, halfway houses were directly operated by the correctional facilities. However, these days the correctional facilities has contracted with the Residential Reentry Centers mostly managed by non-profit organizations. The RRCs play a critical role in stabilizing returning residents as they provide programs and services and received positive review. Thus as the activaction measures in Korea, this article recommends the halfway house privazation via delegation contract with business enterprise and non-profit or religious organization and estabilishing more halfway houses.
