빈부격차에 대한 성경적 이해와 기독교적 복지 틈새 전략

초록
우리나라가 소득 3만 불 시대에 진입하면서 빈부격차를 줄이는 일이 매우 급선무임에도 오히려 점점 해결하기 어려운 문제가 되어가고 있다. 자본주의의 자율적 시장경제에서는 필연적으로 경제적 불평등이 생겨날 수밖에 없지만, 이 풍요(잉여)가 공평하고 공정하게 재분배될 때 사회적 안정과 개인의 행복이 가능해진다. 이를 위해 가난, 착취, 불평등을 고착시키는 구조적 문제가 해결되어야 하며, 국회의 입법과 행정부의 적절한 재정·금융·복지정책이 필요하다. 그러나 하나님은 ‘그것만으로 충분치 않다’고 하신다는 게 본 논문의 출발점이었다. 본 논문은 첫째, 성경적 관점, 특히 구약-신약-현대에 걸쳐 경제적 불평등의 개념의 변천과 이것들이 갖는 시사점, 해결을 위한 노력의 당위성을 먼저 탐색하였으며, 둘째, 21세기 현실에서 경제적 불평등 극복을 위한 정부의 정책들, 그것이 해결하지 못하고 남겨둔 미세한 복지적 틈새를 메꾸고, 궁극적으로 ‘하나님의 나라와 그 의’를 추구하는데 필요한 민간부문, 특히 기독교·교회 조직의 역할을 탐색하고자 한다.
Abstract
As our nation is getting into a club of personal GDP, over $30,000, narrowing the gap between the rich and poor becomes an urgent task, but hard to resolve. Despite the free market of Capitalism is imperative to bear economic inequality world-wide, the fair and equal redistribution of the prosperity (surplus) enables the society stabler and individuals happier. For this, we need to resolve structural problems that fix poverty, exploitation and inequality, and then legislative efforts and administrative works of developing financial and welfare policies. But What God said ‘That is not enough’ was a starting point of this paper. First, this paper examined conceptual changes of economic inequality across the Old-Testament, the New-Testament, and the Modern Times, their implications, and imperatives to endeavor to resolve problems. Second, in an reality of the 21st century, we explored roles of Christian-Church organizations, particularly the private sector, in order to fill welfare niches left over, not fully served by governmental policies to overcome the economic inequality and ultimately to pursue ‘the Kingdom of God and His Justice’.
