사회적 투명성 확보의 필요성과 입법적 대안

Under the presidential system, the presidential elections should be a opportunity to set a national agenda and gather people’s wisdom for a better future. On March 9, 2022, the Republic of Korea faces the 20th presidential election. Now, the leading presidential candidates are unanimous in their promise to restore fairness at the center of their pledges. However, the process to revitalize fairness can not be expectable without guaranteeing transparency. Transparency goes beyond the requirement of fairness and is one of the pillars that form the foundation of democracy. In this article, the author focuses on the role of transparency as a effective tools for anti-corruption, as a basis for economic vitality, and social integration, and emphasize that transparency should be extended to civic groups, including big unions, which have substantial social influence and stake. And as a legislative alternative, the author propose that the next government will set up the Social Transparency Committee under the Presidency, while amending the current relevant laws, which are as follows; The Act on the Prevention of Corruption and the Establishment and Management of the Anti-Corruption and Civil Rights Commission, The Administrative Procedures Act, The Official Information Disclosure Act, The Act on the Management of Public Institutions, and The Improper Solicitation and Graft Act.
