기업발 스핀오프 창업 실태분석과 정책과제 -정부의 사내벤처 육성 프로그램을 중심으로-

Interest in spin-off start-ups has been increasing since the government opened in-house venture fostering programs to vitalize technology-based start-ups in 2018. Under the premise that it is important to facilitate corporate spin-off start-ups for the creation of quality jobs, this study examines 202 spin-off start-ups from companies in terms of the general status, background and influencing factors, major activities, obstacles, utilization of government support, etc. The collected data were analyzed by using descriptive analysis of cross-tables. The main analysis results show that corporate spin-off start-ups account for technology-knowledgeintensive sectors much more than independent start-ups, and entrepreneurial activities are actively carried out around the 40s in new technology-intensive fields. It is found that work experience had a greater influence on entrepreneurship decision-making, and the founder's decision to start a business was motivated by personal ambition and anticipation for success. Difficulties in start-up are found in securing sales channels and start-up funds, and the insufficient financial and tax support for parent companies were pointed out as a problem. In addition, it is found that the recognition, utilization, and satisfaction of the spin-off start-up support system were not high. In order to facilitate corporate spin-off start-ups in the future, it is necessary to select and focus on start-up policy targets such as technology start-ups, spread the atmosphere for revitalizing spin-off start-ups, prepare a systematic support system, and improve the effectiveness of operating in-house venture fostering programs.
