IPA 기법을 활용한 창업지원정책에 대한 중요도-만족도에 관한 연구 : 대구경북 창업기업을 중심으로

경제성장과 사회발전에 영향을 미치는 창업의 중요성과 역할이 강조됨에 따라 정부의 창업생태계 조성에 대한 관심이 고조되고 있다. 정부는 2021년 1.4조원의 예산으로 창업기업을 지원하였으며, 이는 혁신적인 기술과 아이디어로 시작한 창업기업의 성공에 중요한 영향을 주고 있다. 하지만, 창업기업 지원에 대한 긍정적인 평가에도 불구하고 공급자 중심의 지원이라는 문제점이 제기되고 있는 실정이다. 정부의 창업지원정책의 방향은 이를 수요로 하는 창업기업의 요구와 일치할 때 높은 성과를 기대할 수 있다. 이러한 관점에서 본 연구는 창업진흥원의 창업지원정책 속성에 대한 창업자의 인식을 중요도-만족도를 중심으로 실증분석 하였다. 실증분석을 위해 대구와 경북지역에서 창업지원을 받은 창업기업을 대상으로 자료를 수집하였으며, 그 결과 창업플랫폼 확충, 도약·성장지원, 글로벌 진출지원, 창업벤처정책 거버넌스 정립은 중요도와 만족도가 높게 분류되었고, 투자·회수·금융지원, 재도전 인프라 강화, 규제발굴 및 개선은 중요도와 만족도가 낮게 분류되었다. 본 연구의 결과를 통해 창업지원정책의 방향성과 세부 추진 사업 등의 우선순위를 결정하는데 기여할 것으로 기대한다.
Abstract
As the role of Start-up is emphasized in economic growth and social development, interest in creating an entrepreneurial ecosystem is high. The government supports startups with a budget of 1.4 trillion won in 2021, and this support affects the success of startups doing business with innovative technologies and ideas. This study demonstrated the importance-satisfaction analysis of entrepreneurs' perceptions of the startup support policy attributes of the Korea Startup Promotion Agency. As a result, the importance and satisfaction were high for the expansion of startup platforms, support for leapfrogging and growth, support for global expansion, and establishment of startup and venture policy governance, while the importance and satisfaction were low for investment·recovery·financial support, reinforcement of infrastructure for re-challenge, and regulatory discovery and improvement. classified. This study is expected to contribute to determining the direction and priorities of start-up support policies.
