청탁금지법 시행이 경조비 지출에 미친 효과에 관한 실증분석
Empirical Analysis of the Impact of the Anti-Graft Act on Household Expenditure of Congratulations or Condolences

본 논문에서는 청탁금지법 시행에 따른 경조비 상한 설정이 가구의 경조비 지출에 미친 효과를 재정패널데이터(National Survey of Tax and Benefit, NaSTaB)를 이용하여 실증적으로 분석한다. 특히, 제11차 조사에서 청탁금지법 대상자 식별을 가능하게 해주는 변수가 추가된 재정패널데이터를 이용하여 청탁금지법이 시행되기 이전과 이후를 모두 포함하는 패널데이터(panel data)를 구축하는 동시에 정책대상자가 가구주로 있는 가구로 구성된 처치집단(treatment group)과 정책대상자가 아닌 사람이 가구주로 있는 가구로 구성된 통제집단(control group)을 구축하였다. 그렇게 구축된 패널데이터를 이용하여 처치집단과 통제집단의 정책 시행 전과 후의 결과 변수의 변화를 모두 고려함으로써 정책 시행이 결과 변수에 미치는 효과를 추정하는 방식인 이중차분(difference-in-difference) 추정 방법을 적용하는 분석을 제안한다. 비모수적 그리고 모수적인 이중차분법을 적용하여 추정한 결과, 청탁금지법의 본격적인 시행은 대상 가구의 연간 경조비 지출 증가율을 통제집단에 비하여 약 7.4∼9.1% 더 낮춘 효과를 가져온 것으로 유의하게 추정되었다. 특히, 시행령의 개정으로 경조비 지출 상한이 하향 조정된 둘째 해에는 대상 가구의 경조비 지출 증가율이 통제집단에 비하여 약 8.1∼11.9% 더 낮아진 것으로 유의하게 추정되었다.
Abstract
In this study, I empirically analyze the impact of the Anti-Graft Act on ECC(household expenditure of congratulations or condolences for others). The treatment group can be identified by using the National Survey of Tax and Benefit panel data. In particular, in the 11th NaSTAB survey, the variable that enables the identification of subjects of the Anti-Graft Act was added, and thus the panel data set for analysis can be constructed. The constructed data set includes both information of before and after the policy intervention in terms of treatment and control groups. The treatment group consists of households whose head is subject to the Anti-Graft Act, while the control group consists of households whose head is not. To estimate the pure impact of the Anti-Graft Act on the ECC, nonparametric and parametric difference-in-difference estimations are proposed. The estimation results imply that the act has a statistically significant negative impact on ECC. It is found that the implementation of the Act reduced the ECC of the treatment group additionally by 7.4∼9.1% in 2017 compared to the control group. In particular, the revision of the Enforcement Decree of the Anti-Gratitude Act taking effect from 2018, which decreased the upper limit to 50,000 KW from 100,000 KW, is estimated to reduce the ECC additionally by 8.1∼11.9% compared to the control group.
