중소기업 R&D 활동의 변화와 재정지원 정책 효과 분석

경제적 여건과 정책적 지원 등의 환경 변화에 따라 중소기업 R&D 활동은 지속적으로 변화하고 있다. 이에 본 연구는 중소기업의 R&D 활동이 어떻게 변화했는지 살펴보고, 문제점을 개선하기 위한 지원 정책이 효과적으로 작동했는지 살펴보고자 한다. 중소기업 R&D 활동의 변화를 살펴보기 위해서 연구개발비 조달과 사용, 연구개발 소요기간, 그리 고 성과인 매출액 중 신기술개발 비중과 기술수준의 변화를 2019년 이전과 비교했다. 또한 관련 재정지원 정책 효과 를 측정하기 위해 연구 단계별 자금지원과 세제혜택 효과를 PSM-DID방법으로 측정했다. 연구 결과에 따르면, 매출 에서 혁신성과의 중요성은 지속적으로 증가했으며, 개발과 사업화에 소요되는 기간이 유의미하게 증가했고, 특히 연 구개발비 사용에서 자체 사용 증가와 공동연구 사용의 감소가 두드러졌다. 정책 지원의 효과는 기획 단계 직접 자금지 원과 세제혜택에서만 유의미한 효과가 관찰되었다. 본 연구결과는 중소기업 R&D 활동에 대한 최근 변화 동향을 객관 적으로 제시하는데, 변화에 의한 파급효과 즉 기술수준 제고를 위해서 개발 및 사업화 단계 정책지원이 개선되어야 하 며, 대학과 출연연의 공동연구가 강화되어야 함을 보였다.
Abstract
This study aims to examine how R&D activities of SMEs have recently changed and whether related support policies have worked effectively. In order to examine changes in R&D activities of SMEs, changes in R&D cost procurement and use, duration of R&D, share of new technology development in sales, and changes in technology level were compared with the previous year. In addition, in order to measure the effect of related support policies, the effect of financial support and tax benefits for each research stage was measured using the PSM-DID method. According to the research results, the importance of innovation performance in sales has continuously increased, and the period required for development and commercialization has increased significantly. The effect of policy support was observed only in the planning stage funding support and tax benefits. The results of this study objectively presented recent trends in R&D activities of SMEs. In addition, it was shown that policy support at the development and commercialization stage should be improved, and joint research between universities and research institutes should be strengthened for the ripple effect of these changes.
