국토교통 SOC 분야의 적정 투자규모, 투자방향 및 파급효과 분석 연구
Analysis of Appropriate Investment Scale, Investment Direction, and Ripple Effect in the SOC Field of Infrastructure and Transport

코로나19 팬데믹의 장기화로 인한 경기침체가 지속되며 국토교통 SOC 부분에서위기 극복을 위한 투자기반 정비, 경제성장 경로의 향상을 위한 미래형 투자방향도출 및 적정 투자규모 검토가 필요한 상황이다. 본 연구의 목적은 내생적 경제성장 모형, 산업연관분석 등을 적용하여 국토교통 SOC 부문의 적정 투자규모 및 파급효과를 분석하고 전문가 심층면접, IPA 분석 등을 추진해 중장기 중점 투자전략도출 및 재정투자의 방향을 제시하는 것이다. 국내․외 주요 기관의 경제성장률전망치를 바탕으로 향후 경제전망 분석 및 감가상각률 등의 요소를 재추정하여 내생적 경제성장 모형에 적용해 국내총생산 대비 SOC 투자비율을 추정하였으며, 적정 SOC 투자비율을 도출하여 향후 10년간 적정 SOC 투자규모를 산출하였다. 또한SOC 재정투자의 사회․경제적 파급효과 분석을 위해 생산유발계수, 부가가치유발계수, 고용계수를 추정하여 연도별 SOC 투자관련 경제적 파급효과 분석를 수행하였다. 정책적으로 국토교통 SOC 부분에서 국가재정운영계획 등의 단·중장기 계획에서 국가 SOC 투자방향의 활용 및 재정투자의 효율성을 확대할 수 있을 것으로예상되나 향후 국내 경제성장률의 증감에 따른 추정치 수정, 현장 기반 빅데이터바탕의 감가상각률 추정, SOC 분야별 전문가 인터뷰 확대를 통한 추가 분석 등 향후 연구를 통한 연구의 보완이 필요할 것으로 보인다.
Abstract
As the economic recession continues due to the prolonged COVID-19, it is necessary to overhaul the investment base to overcome the crisis, and review the future direction of land, transportation and appropriate SOC investment to improve the economic growth path. The purpose of this study is to analyze the appropriate size and ripple effect of SOC in land transportation using endogenous economic growth models and industry-related analysis, and to derive mid- to long-term intensive investment strategies and present directions for financial investment. Based on the economic growth forecast of major domestic and foreign institutions, the SOC investment ratio to gross domestic product was estimated by applying factors such as future economic outlook analysis and depreciation rate to the endogenous economic growth model. And the appropriate SOC investment scale was calculated over the next 10 years by applying the appropriate SOC investment ratio. To analyze the socio-economic ripple effect of SOC fiscal investment, the annual SOC investment-related economic ripple effect analysis using SOC investment analysis coefficient figures, and the economic and employment ripple effect of each country and sector. SOC investment effects by country and sector (transportation, logistics, regional development, etc.) were analyzed, and the results are expected to expand the efficiency of fiscal investment and utilization of short-term and mid- to long-term national SOC investment directions. However, it is necessary to supplement it through future research, such as revising estimates according to changes in economic growth, estimating depreciation rates based on field-based big data, and further analysis by expanding the number of experts in each SOC field.
