본 연구는 소득의 질, 경성 및 연성 일자리 질의 차원으로 구성되는 일자리의 질이 중소기업의 혁신 성과에 미치는 효과 및 일자리 질 차원 간의 3원 상호작용 효과를 분석하였다. 2015~2019년도에 조사된 사업체패널의 일자리 질 데이터를 사용하여 확률효과모형을 적용한 패널회귀분석의 결과는 다음과 같다. 첫째, 소득의 질은 중소기업의 혁신에 선형적인 효과가 있음을 검증하였다. 나아가 소득의 질이 높아질수록 혁신에 대한 효과는 더욱 증가하는 지수함수적 기제가 존재함을 실증하였다. 둘째, 경성 일자리 질은 중소기업의 혁신에 선형적인 효과가 있음을 발견하였다. 셋째, 연성 일자리 질은 중소기업의 혁신에 선형적인 효과가 있음을 검증하였다. 한편, 연성 일자리 질의 수준이 높아지면 혁신 성과가 가속적으로 증가하는 지수함수적 관계가 있음을 확인하였다. 넷째, 중소기업의 혁신에 대해 소득의 질, 경성 일자리 질 및 연성 일자리 질 간의 3원 상호작용효과를 확인하였다. 즉, 연성 일자리 질 수준이 높으면 소득의 질과 경성 일자리 질 간의 긍정적인 상호작용은 감소하며, 경성 일자리 질의 수준이 높을수록 연성 일자리 질과 소득의 질 간의 긍정적인 상호작용도 감소하였다. 단, 경성 일자리 질과 연성 일자리 질 간의 상호작용은 소득의 질의 수준이 높아짐에 따라 상호강화적인 관계에서 길항적인 관계로 달라짐을 확인하였다. 본 연구는 일자리 질 차원 간의 상호작용 조합이 항상 긍정적인 시너지효과를 가져오는 것이 아니며, 혁신 성과의 향상을 위해 일자리 질의 모든 차원을 동시에 개선하기보다는 연성 일자리 질과 소득의 질을 높이는 것이 경성 일자리 질을 높이는 것보다 효과적임을 확인하였다는 점에서 이론적 및 실무적인 기여가 있다.
Abstract
This study empirically analyzed the effect of Negotiated Contracts Concluded upon Recommendation of Cooperatives targeting small enterprises as one of the public procurement policies on the growth of small enterprises. The Negotiated Contracts Concluded upon Recommendation of Cooperatives is a system to expand the chances of being awarded for small or micro enterprises. This study empirically analyzed the effects of overall public procurement performance and performance through the Negotiated Contracts Concluded upon Recommendation of Cooperatives on sales and employment growth for 44 small enterprises. As a result of the analysis, the overall public procurement performance was analyzed to have a statistically significant effect on sales and employment growth. However, the growth effect of the Negotiated Contracts Concluded upon Recommendation of Cooperatives was not statistically significant. This is believed to be because the scale of the Negotiated Contracts Concluded upon Recommendation of Cooperatives has decreased and small enterprises have not received substantial support from the system. Therefore, it is judged that the government needs to expand the scale of the Negotiated Contracts Concluded upon Recommendation of Cooperatives to a reasonable level to support small enterprises so that they can receive practical support from the system.
