조합추천 수의계약 제도가 소기업 성장에 미치는 영향

This study empirically analyzed the effect of Negotiated Contracts Concluded upon Recommendation of Cooperatives targeting small enterprises as one of the public procurement policies on the growth of small enterprises. The Negotiated Contracts Concluded upon Recommendation of Cooperatives is a system to expand the chances of being awarded for small or micro enterprises. This study empirically analyzed the effects of overall public procurement performance and performance through the Negotiated Contracts Concluded upon Recommendation of Cooperatives on sales and employment growth for 44 small enterprises. As a result of the analysis, the overall public procurement performance was analyzed to have a statistically significant effect on sales and employment growth. However, the growth effect of the Negotiated Contracts Concluded upon Recommendation of Cooperatives was not statistically significant. This is believed to be because the scale of the Negotiated Contracts Concluded upon Recommendation of Cooperatives has decreased and small enterprises have not received substantial support from the system. Therefore, it is judged that the government needs to expand the scale of the Negotiated Contracts Concluded upon Recommendation of Cooperatives to a reasonable level to support small enterprises so that they can receive practical support from the system.
