프랑스 무역보험제도에 관한 연구

초록
무역보험은 대외거래 시 발생하는 신용위험과 비상위험을 제거하는 역할을 수행하거나 국내 일자리 창출 등 경제 선순환을 돕는다. 또, 중소기업의 수출 애로 해소를 돕는다는 점에서 사회 전체가 위험에 빠지는 것을 막을 수 있어 공익적 성격을 포함하고 있다. 본 연구는 유럽국가 중 무역보험을 활발하게 운영하고 있는 프랑스의 공적 무역보험제도의 연혁, 상품현황, 동향을 분석하여 우리나라의 무역보험제도 발전방안을 도출하고자 한다. 본 연구의 연구방법은 기존의 선행연구 검토와 국내·외 논문, 보고서, 간행물 등의 자료와 인터넷을 통한 자료를 수집하고 정리하였다. Bpifrance는 수출신용보험, 수출보증·운영자금보험, 환변동보험, 해외투자보험, 사업개발보험을 운영하고 있다. 프랑스 중소기업의 수출증대를 위하여 제도를 운영 중이며, 특히 사업개발보험을 통하여 새로운 시장을 개척하는 중소기업들을 지원한다. 뿐만 아니라 프랑스 수출 시스템 녹색화에 기여하고자 지속가능한 사업을 수행하는 기업과 프로젝트에게 혜택을 제공하는 등 ESG 관련 경영도 활발히 이뤄내고 있다. 본 연구의 결과는 한국의 무역보험제도 개선, 특히 중소기업과 ESG 부문에 기여할 것으로 기대된다.
Abstract
Purpose : This study investigates French export insurance system and suggests how to improve Korean export insurance system. Also, this study would like to present basic data to future researchers on European or French export insurance system. Research design, data, methodology : The paper applies a qualitative comparative analysis on the French and Korean export insurance system looking into previous researches, domestic and foreign papers, reports, publication and data through the internet. Results : Assurance Change and Assurance Prospection are French export insurance systems that only SMEs can benefit from. In particular, Assurance Prospection is the most frequently used in French export insurance system and it helps SMEs when they first explore new export markets. In addition, Bpifrance strives to contribute to the greening of the French export system. They are actively implementing ESG management, giving more benefits to companies and projects that carry out sustainable business. Conclusions : This study is expected to contribute to the improvement of Korean export insurance system, especially system improvement for SMEs and ESG management.
