Analysis of Public Sports Clubs and Local Sports Associations in Governance Structures and Developmental Plans

This study set out to analyze closely the governance structures of public sports clubs and local sports associations in terms of business areas, business targets, and budget support policies and propose strategies to improve their governance structures to ensure their coexistence in the business field. For these purposes, the study made use of papers published in the nation, news coverage, materials of concerned agencies, the Korean Law Information Center, and the Bill Information system to analyze local sports associations and public sports clubs. PEST analysis followed to analyze their governance structures in the policy, economic, social, and technical aspects. The analysis results led to the following policy strategies: First, public sports clubs should be promoted only as regular members of local sports associations; second, there should be a clear set of guidelines about the establishment and dissolution of public sports clubs; third, there should be institutional supplementation to allow local sports associations to push forward their projects under the current business system of public sports clubs; fourth, public funds should support public sports clubs as long as their projects last instead of up to five years; fifth, the scope of business should be expanded from public sports clubs to the old clubs of sports for all.
