포스트 코로나 시대 지방정부 관광스타트업 지원정책의 정책의제설정 우선순위 분석 - AHP와 IPA 기법의 적용 -

This study analyzes the policy priority of local governments’ tourism startup policy during the post Covid-19 situation by using analytic hierarchy process(AHP) and importance-performance analysis(IPA) method. Based on literature review, the concepts and the precedent studies on tourism startup policy and policy agenda setting were analyzed. An analytical model composed of tourism startup policy was proposed and the survey data was collected from professionals in tourism startup policy. According to the analysis, the highest priority in local governments’ tourism startup policy was shown in the order of skill empowerment, growth opportunity, and motivation to start a business. Growth opportunity has shown a higher priority in a group of company founders while a group of non-founders has put skill empowerment as a higher priority. In the importance-performance analysis, policy projects related to actual funding such as growth funding, preliminary startup funding, employment and crisis subsidy were suggested. These findings of the study have suggested a new direction for more effective and practical policy resource distribution in tourism startup policies that can respond to rapid environmental changes in the post Covid-19 tourism industry.
