국가결정기여(NDCs) 달성을 위한 국가 간 협력을 위한 합의 방식 및 주요 내용

초록
작년 10월 말에 개최되었던 제26차 COP을 통해서 파리협정 당사국들은 제6조와 관련된 국제탄소시장 지침에 대해 타결하였다. 우리 정부도 국외감축 목표를 기존 대비 상향한 바 있다. 특히 파리협정 제6.2조는 국가결정기여(NDCs)를 위해 '국제적으로 이전된 완화 성과(ITMO)'를 사용하기 위해서 협력적 접근을 취할 수 있음을 규정하고 있는 바, 우리는 향후 국외감축을 이행하기 위해서 어떠한 방식으로 접근해야 할지 고민이 필요하겠다. 국외감축을 위해 협력을 합의하는 방식에는 당사국 간 협정체결, 기체결 FTA 내 또는 신규 FTA 체결 시 관련 내용을 협정문에 도입하는 방안이 있겠다. 우리나라는 국외감축 목표를 달성하기 위해서 기후변화 협력을 요하는 상대국과 양자 조약, FTA 등을 검토하여 시의적절하게 협력 협정을 체결해야겠다. 협정 또는 FTA 내 관련 챕터의 주요내용은 NDC를 달성하기 위한 ITMO 관련한 협력, 방식 등의 조항으로 구성될 것이며, 이에 대한 주요 내용은 환경 건전성, 승인, 승인 양식, 모니터링, 검증 및 평가, 이전 인증, 등록부, 상응 조정, 보고, 국제기후재정의 이중계산 금지 등이 있겠다. 한편, 우리의 협정 체결 상대 국가들은 개발도상국일 가능성이 높다는 점을 고려한다면 상대국의 감축 이전을 위한 역량강화 지원 등 협력 활동에 대한 규정들을 포함해야 할 필요성이 있다. 다만, 구체적인 협정문안을 고안할 시에는 에너지, 기후변화와 관련한 정부정책을 고려하여 협정문안을 작성할 필요가 있겠다.
Abstract
At the 26th COP, the Parties to the Paris Agreement reached an agreement on International Carbon Market Rules related to Article 6. The Korean government also has raised its target of ITMO. In particular, Article 6.2 of the Paris Agreement stipulates that cooperative approaches can be taken to use of internationally transferred mitigation outcomes towards nationally determined contributions. Against this backdrop, it is needed to consider how to cooperate with other countries to meet NDCs. There are several ways to agree on cooperation for mitigation outcomes. These are concluding bilateral or plurilateral treaties, concluding a new FTA, or introducing relevant articles or chapters into enacted FTA. In order to achieve the NDCs, it is necessary for the Korean government to review the ways and contents to cooperate in a timely manner. The provisions of an agreement for ITMO-related cooperation to achieve NDCs could include Environmental integrity, Authorization, Authorization Form, Monitoring, Verification and Examination, Recognition of transfer, registry, corresponding adjustment, Reporting, No double counting with international climate finance and so on.
