In Germany, the importance of acquiring new vocational qualifications through continuous vocational training so that workers can maintain and expand their employment abilities even under the Fourth Industrial Revolution is coming to be recognized at the government level. Therefore, in the German Labor 4.0 White Paper, several proposals have been made on the basic direction of the legislative policy to support these workers. In addition, the proposal of the white paper is in the form of expanding the scope of application of the continuous vocational training cost support system and the labor wage subsidy system as stipulated by Article 82 of Part III of the Social Code under the Empowerment of Vocational Qualification Opportunities Act in November 2018 and the Labor Act of May 2020 It is embodied as. In particular, the target is workers currently engaged in occupations exposed to the possibility of substitution by technology. The development (progress) of the 4th industrial revolution (digitalization) emerges a new form of work (employment) called cloud work that receives and processes work through a digital platform. Such cloud work provides a new flexible opportunity for cloud workers, but there are also concerns about becoming a “new unstable employment type” due to the instability of orders and the vulnerability to social risks. However, there are certain limitations in protecting cloud workers under labor law. Therefore, in the context of “Labor 4.0”, the basic direction of legislative policy for the protection of cloud (platform) workers is also discussed. In particular, various initiatives have come to the present, focusing on policy documents by the Federal Ministry of Labor and Social Affairs. Particularly important as government documents are ANPACKEN and ECKPUNKTE.
