노동조합 도구성과 노동조합 가입의사의 종단연구: 잠재성장모형을 중심으로
A Longitudinal Study of the Perception of Union Instrumentality and Union Participating Intention: A Potential Growth Model

이 연구는 노동조합의 주요 목표라고 할 수 있는 대표성의 확대를 실현하 기 위해, 노동조합 가입의사를 예측하는 주요 변수를 연구하였다. 그중 노동 조합의 도구성(union instrumentality) 인식이 종단으로 연구하여도 유의하 게 노동조합 가입의사를 예측하는지 살펴보았고, 집단별로 비교했을 때 어떤 집단에서 더 예측력이 높은지를 판단해 노동조합 조직률 제고 전략에 타당 성을 제공하고자 하였다. 이전에도 노동조합 도구성과 노동조합 가입의사에 관해 종단으로 살펴본 연구는 있었으나, 두 시점을 넘어서는 시기를 포괄한 연구가 없었기에, 인과성을 부여하는 데 한계가 있다고 보고, 그 한계를 극 복하는 데 주안점을 두었다. 본 연구에서는 한국노동연구원의 한국노동패널(Korean Labor & Income Panel Study: KLIPS)의 15차 조사(2013년 시행)부터 21차 조사(2019년 시 행)까지 총 7차 연도 자료를 이용해 잠재성장모형(latent growth model) 분 석을 하였다. 그 결과, 시간의 흐름에 따른 노조 도구성 인식의 증가는 높은 노조 참여 의사를 예측하는 것으로 나타났다. 다음으로, 집단별로 살펴보았 을 때, 노조 도구성 인식이 노조 참여 의사를 예측하는 정도는 여성, 비상용 직 그리고 제조업 집단에서 상대적으로 더 크게 나타났다. 마지막으로 이 연 구가 갖는 실무적 함의점에 대해 논의하였다.
Abstract
In order to increase employee representation, which is the main goal of the labor union, this study investigated determinants of the union participating intention. Among them, it was examined whether the perception of union instrumentality significantly predicted the intention to join the union even on a longitudinal study, and it was determined which group was more predictive compared to each group to provide evidences to the strategy to improve the union organization rate. Previously, there were studies that examined the instrumentality of the trade union and the intention to join the trade union, but there was no study covering the period more than the two points, so there was a limit to giving causality, and the focus was on overcoming the limit. In this study, the Latent Growth Model was analyzed using Korean Labor & Income Panel(KLIPS) data from 2013 to 2019 of the Korean Labor Institute. As a result, it was found that the increase in the perception of union instrumentality over time predicted a high intention to participate in the union. Next, when examined by group, the degree to which the perception of union instrumentality predicted the intention to participate in the union was relatively larger in the women, non-regular workers, and manufacturing groups. Finally, the practical implications of this study were discussed.
