매칭-이중차이방법을 이용한 산업위기대응특별지역 제도의 고용효과 분석
An Analysis of Employment Effects of the Special Industrial Crisis Response Zone Project Using A Matched Double Difference Technique

초록
본 연구는 산업위기대응특별지역 제도에 대한 정책 효과성을 학술적으로 분석하였다. 정책 도입 후 정책효과 발현을 위해 요구되는 최소 소요 기간과 실증분석을 위한 자료의 제한으로 산업위기대응특별지역 제도의 순수한 정 책효과 분석은 그동안 많지 않았던 것이 사실이다. 보다 엄밀한 정책 효과성 평가를 위해 본 연구에서는 선택 편의와 내생성(endogeneity) 문제를 최소 화한 매칭-이중차이방법(matched double difference)을 이용하여 분석을 실시g하였다. 분석 결과, 고용보험 적용 사업체 수와 관련하여 산업위기지역 에 대한 지원정책은 기존 기업의 소멸을 막고 기업의 신규진입을 유도하는 데 어느 정도 긍정적인 효과가 나타난 것으로 분석되었다. 유사하게, 고용보 험 종사자 수 측면에서도 산업위기지역에 대한 지원정책은 해당 지역의 극 심한 고용침체로부터 점진적인 고용의 회복세가 나타나도록 유도하는 데 있 어서 긍정적인 영향을 미친 것으로 나타났다. 유효구인배율의 경우에도 영향 의 크기(magnitude)는 상대적으로 미약한 수준이었으나 긍정적인 효과가 나타났다. 이러한 결과는 현재까지의 산업위기대응특별지역 제도가 해당 지 역의 급속한 위기완화-연착륙(위기업종 기업 및 근로자, 지역주민지원)이라 는 측면에서 목표를 상당 부분 달성하고 있음을 암시한다.
Abstract
The government has designated Gunsan, Mokop, Ulsan, and several other regions, home to the Korean shipbuilding industry, as a Special Industrial Crisis Responses Zone(SICRZ) to provide various job supports and tax incentives. Using Employment Information System (EIS) data for 2018-2021, the aim of this paper is to evaluate the employment impact of the SICRZ in regional level. There has been little attention paid to this topic in the economics literature. Unlike many earlier studies on program evaluation, this article uses a counterfactual framework via a matched double difference (MDD) in the analysis. Our results indicate that the SICRZ project has positive and statistically significant effects on three employment indicators(the number of firms covered by employment insurance; the number of people covered by employment insurance; effective job opening rate), suggesting that the SICRZ project is effective to help firms reeling from massive restructuring efforts stay afloat in industrial crisis areas.
