지방소멸 위기요인과 새로운 대응방안에 관한 연구: 정읍시를 중심으로

한국은 현재 인구고령화 현상과 인구의 수도권 집중화 현상으로 지방소멸 위기를 겪고 있다. 지방 젊은 층의 수도권으로의 이동으로 촉발된 지방소멸 현상은 지역경제를 붕괴시키고 나아가 국가경제를 무너뜨릴 수 있는 심각한 문제이다. 많은 국내외 연구에서 지방 젊은 층의 인구이동 요인은 고용률, 임금, 양질의 일자리 비중과 같은 고용여건과 주거비용, 도로포장률, 사회복지시설 수, 문화기반 시설 수, 의료기관 병상 수, 교육여건과 같은 삶의 질 여건임을 밝히고 있다. 본 연구는 지방소멸 위기 도시 중 한 곳인 정읍시에 대해 선행연구에서 밝혀진 인구이동 요인별로 현황분석을 실시하였다. 분석결과, 정읍시는 삶의 질 여건의 경우 최근 5∼6년간 개선되거나 유지되어 왔으나 고용여건의 경우에는 악화되어 개선이 필요한 것으로 나타났다. 본 연구는 이를 개선하기 위한 방안으로 노인요양산업 육성과 같은 시니어비즈니스 활성화를 제안하였다. 시니어비즈니스는 노인의 정주 여건을 개선하여 노인의 삶의 질을 보장하면서 지역경제를 발전시키고, 무엇보다 관련 산업의 일자리 창출을 통해 신규 청년층과 노인층의 인구유입을 유발하는 등 지방소멸 위기에 효과적으로 대응하는 방안이 될 것이다.
Abstract
Korea is currently facing a crisis of local extinction due to the aging of the population and the concentration of the population in the metropolitan area. The phenomenon of local extinction triggered by the movement of local young people to the metropolitan area is a serious problem. Numerous domestic and foreign studies have revealed that the factors of factors population movement among local young people are employment conditions such as employment, wages, and cancerous, job share, housing cost, road pavement rate, number of social welfare facilities, cold water in medical institutions, and quality fo life. This study conducted a status analysis for each population movement factor found in previous studies in Jeongeup-city has improved or maintained over the past five or six years in the case of employment conditions, it has deteriorated and needs to be elected. this study proposed to promote senior business such as fostering the elderly care industry as a way to improve this. The plan would be to improve the settlement of senior business senior citizens to develop the local economy while guaranteeing the quality of life the elderly, and above all, to effectively follow the crisis of extinction of new youth and the elderly through job windows in related industries.
