직업훈련분야 국제개발협력 사업의 개선방향:베트남을 중심으로

This study seeks policy directions to improve Korea’s international development cooperation projects in the field of the vocational education and training (TVET). In this study, an online survey of 186 Korean companies operating in Vietnam was conducted to identify their demands related to the TVET, and the results of the survey are compared with the current international development cooperation projects in Vietnam. The main results of this study are as follows. First, when developing international development cooperation projects in the field of the TVET, changes in the industrial structure and labor market of each country should be considered. Many Korean companies in the simple manufacturing sector, which currently accounts for a large proportion in Vietnam, responded that they did not need vocational training due to simple tasks. However, most of the international development cooperation projects currently focus on building vocational training centers, and most of the education and training programs offered at these centers are related to simple production and quality control. Second, it is important to actively reflect companies’ demands into the TVET projects, and to this end, Public-Private Partnership should be strengthened. Due to budget constraints, it is necessary to operate the training programs requested by companies on the premise of corporate expenses. In the future, the projects in the field of the TVET should be developed based on regular demand surveys of companies in the recipient countries.
