행정 부처 및 신산업 간 네트워크 분석: 규제 샌드박스를 중심으로

본 연구는 4차 산업시대를 맞이하여 기술 간 융·복합이 가속화되고 있는 현실을 반영하여 우리나라의 행정 부처 간의 규제 네트워크를 살펴보았다. 전통적인 규제와 제도는 빠르게 변화하는 현대의 기술 혁신을 반영하기에 한계가 있다. 따라서 주요국은 새로운 규제 패러다임을 도입하고 있으며, 그 중 하나로 다수의 나라는 “규제 샌드박스”를 신산업 분야에 적용하고 있다. 우리나라도 문재인 정부 이후 “규제 샌드박스”를 적극적으로 도입하여 시행하고 있다. 그러나 하나의 행정 부처에서 다양한 산업의 규제를 관리하고 있어서 규제 샌드박스를 효율적으로 운영하기 위해서는 범부처 간 협업이 중요한 과제가 되었다. 따라서 각 부처가 신산업·신기술 분야의 어떤 산업의 규제를 담당하고 있으며, 어떤 부처와 서로 긴밀하게 연결되어 있는지 파악하는 것은 중요하다. 이에 본 연구는 이원 모드 네트워크 분석을 통해 규제 샌드박스를 시행하는 3개 부처(과학기술정보통신부·산업통상자원부·중소벤처기업부)를 중심으로 각 행정 부처와 신산업 및 신기술 분야의 규제 네트워크를 살펴보았다. 규제 샌드박스 네트워크 중심성 지표 분석 결과 ‘산업통상자원부’가 연결 중심성, 근접 중심성, 매개 중심성이 가장 높은 부처로 나타났으며, 산업의 경우 ‘블록체인’이 가장 많은 부처의 협업이 필요한 산업으로 나타났다.
Abstract
This study examined the regulatory network between administrative ministries in Korea. Traditional regulations have limitations in reflecting rapidly changing modern technological innovations. Therefore, major countries are introducing a new regulatory paradigm, "Regulatory Sandbox," into the new industry sector. Korea has also introduced a "Regulatory sandbox". However it is difficult to efficiently operate because one ministry manages the regulations of various industries. So, ministry collaboration is more important than ever. Therefore, it is important to know what ministry manages new industry regulations and which ministries are closely connected to each other. This study examined the regulatory networks in new industries and new technology fields through dual-mode network analysis.
