COVID-19 확산 우려에 대한 자영업자의 차별적 영향요인 연구

본 연구는 COVID-19가 국내에 들어와 전국적으로 확산되기 초기 시점의 기준으로, 이러한 확산 우려가 국내 자영업자들에게 어떠한 영향을 미치는지, 그리고 이 과정에서 자영업자들의 다양한 특성이 COVID-19의 영향에 어떻게 차별적 영향요인으로 작용하는지 등을 살펴보고자 하였다. 이를 위해 본 연구는 소상공인연합회에서 설문조사한 1,376건의 응답자료를 분석하여 다음과 같은 결과를 도출하였다. 첫째, 자영업자들은 COVID-19의 영향에 대해 매우 우려하고 있었고, 실제로 매출의 큰 감소를 경험하고 있음을 살펴볼 수 있었다. 둘째, COVID-19의 영향은 자영업자의 온·오프라인 유통채널 특성별로 통계적으로 유의한 차이가 존재하였다. 셋째, 영남권역에 위치한 자영업자의 실제 매출 감소폭은 다른 지역에 비해 상대적으로 더 큰 것으로 나타났고, 넷째, 특히 교육서비스업, 개인서비스업, 도소매업, 숙박음식업 등은 COVID-19에 상대적으로 크고 심각한 부정적인 영향을 경험하고 있었다. 이러한 분석 결과는 COVID-19 팬데믹이 전체 자영업자에게 일관되게 부정적인 영향을 미치는 것이 아니라, 이들의 다양한 특성 요인에 따라 차별적으로 영향을 미치는 것으로 확인하였다는 점에서 다양한 정책적 시사점을 제공한다. 따라서 이러한 결과는 COVID-19 팬데믹 상황을 보다 효과적으로 극복하기 위한 정부의 지원책은 단순하고 보편적인 기준보다는 최대한 구체적이고 효과적인 기준으로 이루어져야 함을 제시한다.
Abstract
The purpose of this study is to examine how the COVID-19 pandemic has affected the self-employed, what various characteristics of the self-employed would be acted as a differential influencing factor on the effect of the COVID-19. This study collected 1,376 survey data from Korea Federation of Micro Enterprise. The frequency analysis and the binary logistic regression analysis were hired in order to analyze the data. The main research results are as follows. First, the self-employed were very concerned about the influence of COVID-19, and that their sales actually decreased considerably. Second, there was a statistically significant difference in the degree of response to the negative impact of COVID-19 between online and offline distribution channels, but there was no significant difference in actual sales change. Third, the actual decrease in sales of the self-employed in the Yeongnam region was found to be larger than in other regions. Fourth, the personal service industry, wholesale and retail industry, and the accommodation and restaurant industry have relatively larger and significant concerns about the negative impact of COVID-19. The results provide various policy implications in that it is confirmed that the COVID-19 pandemic does not have a consistent negative impact on the overall self-employed, but differentially affects them according to their characteristic factors.
