공간경제모형을 이용한 산업단지 연계의 일자리 창출 효과 분석

초록
산업단지의 연계성 강화는 집적효과와 네트워크효과를 통해 지역의 산업생산과 일자리 창출에 긍정적인 영향을 미친다. 본 연구는 거점산업단지를 중심으로 한 주변산업단지와의 공간적 연계 및 거래적 연계가 지역 고용에 미치는 효과를 분석하였다. 분석 방법은 공간 군집패턴 분석과 공간패널모형을 이용하였으며, 분석자료는2014년부터 2019년까지 고용보험DB의 고용자료, 한국기업데이터의 기업재무자료, 지리정보시스템을 통해 추출한 산업단지의 공간적 위치정보를 활용하였다. 주요 연구 결과, 모란지수(Moran’s Index) 등을 이용한 전역적 군집패턴을 보면 산업단지간 공간적 종속성이 존재할수록 지역 일자리에 긍정적 효과가 있으며, 국가산업단지의 인접성이 타 산업단지(일반산업단지, 도시첨단산업단지, 농공단지)의 인접성에비해 고용효과가 큰 것으로 나타났다. 국지적 군집패턴을 보면 수도권의 고용효과집중 현상이 강하게 나타났다. 공간패널모형을 추정한 결과 산업단지내 후방연관효과가 높은 구매행위의 증가는 지역 고용에 긍정적인 효과를 미치고 있으며, 산업단지 유형별로는 국가산업단지의 후방연관성에 의한 고용효과가 가장 높은 것으로 추정되었다. 결론적으로 선택과 집중을 통해 지역 내 산업단지 간의 공간적 입지나거래관계의 연계성을 강화하는 산업단지 관련 정책이 지역 일자리 창출에 긍정적인효과를 가져올 수 있음을 시사하고 있다.
Abstract
Strengthening the connectivity of industrial complexes has a positive effect on local industrial production and job creation through the agglomeration and network effects. This study analyzed the effect of spatial and transactional connectivity with neighboring industrial complexes centered on the base industrial complex on regional employment. For the analysis method, spatial agglomeration pattern analysis and spatial panel model were used, and the analyzed data were employment data from the Employment Insurance Data Base from 2014 to 2019, corporate financial data from KoDATA, and spatial location of industrial complexes extracted through the geographic information system tool. As a result of the main study, looking at the global clustering pattern using the Moran's Index, the presence of spatial dependence between industrial complexes has a positive effect on local jobs. Looking at the local clustering patterns, the concentration of employment effects in the metropolitan area was strong. As a result of estimating the spatial panel model, it was estimated that the increase in purchasing behavior with a high backward connectivity effect within an industrial complex had a positive effect on local employment, and by industrial complex type, it was estimated that the employment effect due to the backward connectivity of the national industrial complex was the highest. In conclusion, it is suggested that policies related to industrial complexes that strengthen the spatial location of industrial complexes in the region or the connectivity of business relations through selection and concentration can have a positive effect on local job creation.
