왜 모의선거교육인가? ― 모의선거교육의 필요성과 입법적 개선 방안 ―

The purpose of this study was to examine the issues surrounding mock election education, to review the need for improvement of the current system, and to suggest improvement measures. To achieve this objective, the necessity of mock election education and the issues surrounding it under the current 「Public Official Election Act」 were examined(II). In addition, a form of mock election education that will not undermine the fairness of the election while maximizing the educational effect of the mock election education was specified, and improvement measures such as the 「Public Official Election Act」 were presented to implement it in the field(Ⅲ). Finally, the article concludes by summarizing the above discussion (IV). As a result of the discussion, mock election education can improve the ability to solve problems in an actual election by having them practice the election in a situation similar to an actual election, and can arouse interest because the learner takes the initiative. In addition, it is effective in increasing the participation rate of citizens in elections, and it is also effective in improving the ability to elect the best representatives and to be the best representatives. However, some actions in the process of mock election education may conflict with the current 「Public Official Election Act」. In such an unstable situation, it is not desirable to have field teachers conduct mock election education. Therefore, it is clear that there are limits to allowing mock election education through interpretation. Therefore, it is necessary to seek a legislative alternative. In this article, I review the subject, content, method, and timing of effective mock election education, and propose legislative alternatives for effective mock election education accordingly. A proposal was presented to reflect these discussions in the 「Public Official Election Act」, the 「Election Commission Act」, and the 「Framework Act on Education」.
