국책연구기관 예산·법제 체계 진단 및 개선 방안: 과학기술 분야 연구기관 사례와의 비교연구

초록
1971년 시작된 국가정책 분야 연구기관(국책연구기관) 체제가 태동한 지 50년이 되었으며 경제·인문사회연구회 체 제 출범 20년이 지났다. 국책연구기관들은 한국의 성장과 발전의 양대 축으로서 국가 법정기본계획, 국정과제 수립· 점검, 핵심 국책사업 점검·평가 등 국가운영의 근간이 되는 정책개발을 통해 국가싱크탱크로서의 본연의 임무와 역할 을 다하기 위하여 노력해 왔다. 급변하는 시대에 현행 국책연구기관 지원 시스템의 한계를 점검하고 보완·정비해야 할 시점에 있다. 본 연구는 국책연구기관을 둘러싼 지원 시스템에 있어서 예산과 법제 관점에서의 사안별 쟁점을 도출하 고 향후 개선을 위한 정책 대안 제시를 목적으로 한다. 이를 위하여 우선 국책연구기관 및 연구회 체제의 역사를 조망 하고 과학기술분야 연구기관 및 연구회 체제와 비교하였다. 이후 현행 26개 국책연구기관의 지원 시스템인 예산과 법 제의 두 체계에 의하여 주요 쟁점 및 관련 사례를 조사·분석함으로써 현행 「정부출연기관법」의 개정 방향 및 관련 제 도들의 개선 방향을 제안하였다. 본 연구는 현행 국책연구기관 행정체계 개선을 위한 현실적 대안을 제시하였다는 점 에서 학술적·정책적 의의를 가진다.
Abstract
Beginning in 1971, it has been 50 years since the start of the GRIs on national policies, and 20 years have passed since the establishment of the NRC system. GRIs have strived to fulfill their roles and duties as national think-tanks through policy development, which is the basis of government operations, such as national basic legal plans as well as establishment and inspection of national affairs and projects. In the rapidly changing era, it is time to check and supplement the limitations of the current GRIs support system. This study aims to examine the support system of budget and legislation surrounding GRIs and to provide policy alternatives. We analyzed the history of the GRIs and research council system, as well as compared with the GRIs system in the science and technology fields. After that, the current support system for GRIs was analyzed by two viewpoints such as budget and legislation. Through investigating and analyzing the major issues from the two perspectives, we suggested direction of the law on GRIs and related legislations. It is meaningful in that this study provides practical and actual policy alternatives for the improvement of administration system on GRIs.
