농업분야에서 외국인을 활용한 근로자파견제도 도입의 문제점

In order to employ foreign seasonal workers at domestic dispatching companies to carry out worker dispatching business, first of all, it is necessary to prepare the basis for the recruitment of foreign workers in the Job Security Act or the Foreign Worker Employment Act. Next, independent permit regulations should be prepared for the dispatch project of foreign workers in the agricultural field. In the current Immigration Control Act, where only the status of residence and employment is set and the dispatched workers are tolerated, proper discipline cannot be created and various expedients cannot be prevented. Under this consciousness of the problem, this study critically reviewed the additional system of employment and seasonal work system under the Immigration Control Act as a system for utilizing foreign workers in the agricultural sector. In conclusion, it was suggested that the additional system of employment in the crop cultivation industry where there is a high possibility of intermediary exploitation should be officially abolished, and in relation to the seasonal work system, it is urgent to prepare legal protection regulations reflecting the characteristics of seasonal work.
