탄소중립 관점에서 본 산림경영의 문제와 자연기반해법

탄소중립은 우리나라뿐만 아니라 모든 인류가 해결해야 할 최우선의 과제이다. 2050년을 목표로 한 탄소중립 국가전략은 반드시 과학적이고도 객관적인 자료에 근거해서 시행착오를 최소화해야만 한다. 그럼에도 불구하고 우리나라 산림지역에서 탄소흡수를 위한 방법론적 접근이 국제적 연구결과와 정 반대로 나타나는 것은 매우 우려스럽다. 특히, 산림탄소 저장총량의 대부분을 차지하고 있는 토양탄소 저장량과 산림경영에 따른 토양탄소 저장량 변화 등이 검토되지 않은 상태에서 국가정책이 확정된 상황은 매우 우려스럽다. 또한, 검증되지 않은 자료를 바탕으로 한 관련 법률의 제정과 시행은 그 자체로 매우 심각한 오류를 안고 있기에, 반드시 재검토가 필요하다. 숲은 분명 배출된 탄소를 효과적으로 고정할 수 있는 공간이고, 숲을 활용하는 것은 지금으로서는 인간이 할 수 있는 선에서, 배출된 탄소를 흡수를 흡수할 수 있는 가장 강력한 토지이용전략이다. 그러나 이것이 적극적인 사람의 개입을 통한 방법이 아님 또한 명백하다. 자연 스스로 그 역할을 하게 도와주는 자연기반해법이 필요한 이유이다. 국가적이며 지구적인 과제인 2050 탄소중립 전략을 달성하기 위해서 산림의 활용방안은 첫째, 숲의 면적이 줄어들지 않도록 보호하는 것이며 둘째, 숲의 벌목을 최소화하고 셋째, 기존 진행하는 관행적인 산림경영을 중단하여 숲이 스스로 자연림으로 전환될 수 있도록 유도하며 넷째, 수확한 목재에 대해서는 사용기간이 짧은 용도로의 사용을 지양하고 장기간 유지될 수 있는 사용방법을 고려해야만 하고 다섯째, 목재의 재활용률을 높일 수 있는 방법의 고안과 기술적 혁신을 이뤄야 할 것이다. 그러나 현재 우리나라에서 추진하고자 하는 탄소중립정책은 오래전부터 진행되어온 목재생산을 위한 관행적 방식을 답습하며, 관행적 관리의 확대에 집중되어 있다. 따라서 해당 내용에 대해서는 적용을 유보하고 객관적, 실증적 재검토가 반드시 이루어져야만 할 것이다.
Abstract
Carbon neutrality is the top priority not only for Korea but also for all global world. The National Strategy for Carbon Neutralization aimed at 2050 must minimize trial and error based on scientific and objective data. Nevertheless, it is very worrisome that the methodological approach for carbon absorption in forest areas in Korea appears in the opposite direction of international research results. In particular, the establishment of national policies based on data that have not been reviewed, such as soil carbon storage and changes due to forest management, which account for the majority of forest carbon storage. In addition, the enactment and enforcement of related laws based on unverified data has a very serious error in itself, so it is necessary to review them. Forests are definitely a way to effectively fix emitted carbon, and using forests is the most powerful land-use strategy that can absorb emitted carbon, as far as humans can for now. However, it is also clear that this is not the way through active human intervention. This is why the application of Nature Based Solutions for carbon neutrality is necessary. To achieve the 2050 Carbon Neutrality Strategy, first, we need to protect the area of forests from shrinking, second, minimize logging, and third, stop conventional forest management, so that forests can be converted into natural forests. Fourth, for harvested wood, it is necessary to consider the method of use that can be maintained for a long period of time, minimizing the use for short periods of use and fifth, we should devise a method that can increase the recycling rate of wood and achieve technical innovation. However, the Carbon Neutrality Policy to be promoted in Korea is focused on expanding and following the conventional method for wood harvesting that has been in progress for a long time. Therefore, the application of the content must be reserved and an objective and empirical review must be made.
