로컬푸드 직매장의 효율성 분석: 농협운영의 직매장을 중심으로

이 논문에서는 비모수적 방법론의 하나인 자료포락분석(data envelopment analysis: DEA)을 이용하여 로컬푸드 직매장의 투입･산출 자료를 바탕으로 효율성을 분석한다. 주요 분석결과를 살펴보면, 첫째, DEA모형을 적용하여 124개 로컬푸드 직매장의 효율성을 분석한결과, 기술효율성은 0.37로 추정되었으며, 순수기술효율성은 0.90, 규모효율성은 0.41로 분석되었다. 이상의 분석결과에서 알 수 있듯이 로컬푸드 직매장의 효율성이 낮은 것으로 나타났다. 둘째, 전체 124개 로컬푸드 직매장 중 효율성 값인 1인 효율적인 로컬푸드 직매장을 살펴보면 기술효율성은 6개, 순수기술효율성은 56개, 규모의 효율성은 6개로 분석되었다. 이를 통해 대부분의 로컬푸드 직매장이 비효율적인 상태임을 알 수 있다. 셋째, 규모 보수 증가(IRS)인 로컬푸드 직매장은 전체 124개 업체 중 118개, 규모 보수 불변(CRS) 는 6개로 분석되었다. 즉 현재 대부분의 로컬푸드 직매장은 규모 보수 증가이기 때문에 규모를 증가시킴으로써 효율성을 높일 수 있다는 것을 알 수 있다. 분석결과에 기반한 정책적 함의를 다음과 같이 제시하고자 한다. 첫째, 규모 보수 증가인 로컬푸드직매장이 95%(118개)임을 감안할 때, 투입 증가 비율 대비 산출 증가 비율이 보다 크기 때문에 시설개선 등 고정투자를 통한 생산요소 증가가 필요하다.
Abstract
The purpose of this study is to estimate the efficiency of local food stores using Data Envelopment Analysis. The efficiency of 124 local food stores was analyzed using the DEA model. The technical efficiency, pure technical efficiency, and scale efficiency measures of the local food store are 0.37, 0.90, 0.41 respectively. Among the 124 local food stores, the number of efficient local food stores whose efficiency value was 1 was ① 6 (4.8%) in technical efficiency; ② 56 (45.2%) in pure technical efficiency; and ③ 6 (4.8%) in scale efficiency. Among the 124 local food stores, the number of Increasing Returns to Scale (IRS)-type local food stores was found to be 118 (95.2%). The number of Constant Returns to Scale (CRS)-type local food stores was 6 (4.8%). Since an increase in input is lower than an increase in output in IRS, an increase in input factors, such as new investments, is required.
