Analysis of China's Cross-Border Electronic Commerce Policy

Due to COVID-19, the importance of the role of e-commerce in the global economy is increasing. In order to understand the development process and characteristics of China's cross-border e-commerce policy, this study analyzed policy effect, development stage, and policy means in three aspects by combining text qualitative analysis using nvivo and text quantitative analysis using TF-IDF. The results of the study show that, first, the overall effect of China's cross-border e-commerce policy is not high, so it lacks binding and execution power. In addition, since there are relatively many adjustment-type policies, it can be seen that it can be adjusted and guided according to changes in development and specific problems. Second, the process of policy development can be analyzed into three stages: the number of annual policy announcements, major policy announcements, and development characteristics, and can be divided into four stages: initial preparation, support promotion, supervision, and normative development. Finally, although China forms a relatively complete cross-border e-commerce policy system, it can also confirm the problem of insufficient use of supply and demand policy means due to the concentration of environmental policy means.
