대통령 연설문에서 나타나는 공공성 분석: 진보와 보수 정권의 비교를 중심으로
An Analysis on the Publicness in the Presidential Speech: Focusing on the Comparison of Progressive and Conservative Regimes

본 연구는 대통령 연설문 분석을 통해 정치적 이념 성향에 따른 공공성의 차이점과 유사점이 어떻게 나타나고 변화하는지를 탐색해보는데 목적을 두고 있다. 이를 위해 진보정권의 김대중 대통령과 노무현 대통령을, 보수정권의 이명박 대통령과 박근혜 대통령을 선정하여 4명의 대통령의 총 48건의 연설문을 대상으로 텍스트 네트워크 분석을 시행하였다. 연설문에서 사용된 단어를 기준으로 빈도 분석, 중심성 분석, CONCOR 분석, QAP 상관분석을 수행하였다. CONCOR 분석을 통해 정치적 이념에 따른 정권별, 개별대통령별 강조되는 공공성 하위 구성요소의 유사점과 차이점을 비교하였고, QAP 상관분석을 통해 연설문 간 연관성 여부를 확인하였다. 분석결과, 개방성, 접근성, 확장성, 책임성과 같은 관리적 관점에서의 공공성이 공통적으로 많이 도출되었다. 진보정권에서는 보수정권에 비해 상대적으로 참여나 민주성과 같은 공공성이 강조되었고, 보수정권에서는 시장경제적 관점의 경제적 효율성이 다른 공공성 구성요소보다 상대적으로 강조되는 것으로 나타났다. 진보정권 내에서는 김대중 대통령이 형평성에 대한 공공성이 두드러진 반면 노무현 대통령은 절차적 민주주의로서의 참여나 민주성과 같은 공공성의 구성요소가 상대적으로 강조되고 있었다. 연설문 간상관분석 결과도 연관성이 통계적으로 유의미하지 않거나 유의미하더라도 그 정도가 매우 낮아 정치적 이념이 유사한 것으로 평가되더라도 대통령별로 비교하는 것이 보다 타당한 것으로 나타났다.
Abstract
The purpose of this paper is to explore how differences and similarities in publicness according to political ideology appear and change through the analysis of presidential speeches. To this end, Kim Dae Jung and Roh Moo Hyun were selected as presidents of the progressive regime, and Lee Myung Bak and Park Geun Hye were selected as presidents of the conservative regime, and a total of 48 president speeches were analyzed. Frequency analysis, centrality analysis, CONCOR analysis, and QAP correlation analysis were performed based on the words used in the speeches. Through CONCOR analysis, the similarities and differences of the types of publicness emphasized by each regime and individual president according to political ideology were compared, and the correlation between speeches was analyzed through QAP correlation analysis. As a result of the analysis, publicness from a managerial perspective such as openness, accessibility, and responsibility was commonly derived. In the progressive regime, publicness such as participation and equity was relatively emphasized, and in the conservative regime, the economic efficiency of the market economy perspective was more emphasized than other types of publicness. Within the progressive regime, sub-components of publicness such as equity were prominent in the Kim Dae Jung's speeches, while participation and democracy as publicness were relatively emphasized in the speeches of Roh Moo Hyun. In addition, the correlation analysis between speeches showed that even if the correlation is not statistically significant or very low significant, so it is more reasonable to compare the type of publicness by president even if political ideology is evaluated as similar.
