기후변화와 탄소중립 실천에 따른 기업환경의 변화 및 법적 과제 -친환경자동차 보급을 중심으로-

Carbon Neutrality Framework Act defines the climate change as the change in climate system that has additionally occurred to the natural climage fluctuation that has been observed for a significant period as the greenhouse gas concentration changes due to human activity. The global warming is the closest reason in that the environmental pollution is the major cause of climate change, and the crisis awareness of poverty, energy problems, species diversity, and population problems cannot be viewed simply as an environmental problem. World Environment and Development Committee(WCED, 1987) has ever defined the development that human race can continue for current generation by satisfying the basic desire without sacrifying the ability that meets the basic desire of future generation, and the themes of international legislative discussion and harmonious development of domestic economy and environment were reviewed in relation with carbon neutrality in order to deal with the meaning of sustainable development from the view of legal concept. Concerning the dissemination of eco-friendly vehicles, the issue can be classified into the necessity of providing legal ground to achieve the political purpose of new industry nuturing and dissemination, in details, industry field, dissemination support area, conversion to eco-friendly energy and infrastructure. In the text, the explanation of common structure is needed by definitizing the climate change and the norms related with reality that needs the practice of carbon neutrality, and traditional methological review was conducted to explore the laws, to interpret and to reason the application in order to accept this in terms of domestic law.
