기술이전⋅사업화 촉진계획의 추진전략 및 세부 추진과제의 상대적 중요도에 관한 연구 : 기술보증기금을 중심으로

The government has established and implemented a technology transfer and commercialization promotion plan every three years to spread the results through the private transfer of national R&D achievements. Accordingly, in this study, in order to derive the policy roles and policy means necessary for successful technology transfer and commercialization in the future, the importance for the 4 Promotion Strategies and 12 Detailed Tasks of the 7th technology transfer and commercialization promotion plan currently being implemented was analyzed through AHP and Likert scale measurement for those in charge of technology transfer and commercialization of Korea Technology Corporation. As a result, the importance of the promotion strategies in the four areas appeared in the following order: expansion of commercialization investment, creation of market-oriented R&D results, rapid technology matching, and market entry and expansion of sales channels, and it was analyzed that the difference between promotion strategies was not significant. In addition, the importance of detailed tasks was analyzed in the order of commercialization R&D support, market-oriented demand-linked R&D expansion, diversification of financial support for excellent technology commercialization, and strengthening the capabilities of technology transfer support organizations. Implications of this study can be summarized: First, the expansion of follow-up R&D and financial support required to link the technology transferred to SMEs to commercialization, and second, the expansion of SME-type R&D planning support functions and establishment of dedicated organizations for market-based R&D expansion in public research institutes, and third, the expanding finances and strengthening expertise for technology transfer and commercialization support organizations.
