부산‧울산‧경남 지역의 청년 니트 현황과 경제적 비용 산정 연구

현재 지역 사회에서는 인구감소 현상과 더불어 청년인구 유출로 인한 문제가 심화되고 있으며, 청년층의 니트 규모가 증가함에 따라 지역 사회의 경제적 손실이 증가하고 있다. 이에 본 연구에서는 부산‧울산‧경남 지역 청년 니트의 현황과 특징을 분석하고, 청년 니트로 인해 발생하는 경제적 비용을 산정하는 것을 목적으로한다. 지역별 고용조사 자료를 통해 지역별 청년 니트 현황을 추정한 결과, 2019년기준 부산‧울산‧경남 지역 전체의 청년 니트 규모는 약 21만 명으로 추산되었으며, 2019년 기준 청년 니트 비율은 울산 18.6%, 경남 17.5%, 부산 15.2%의 순으로나타났다. 유사한 특성을 가진 취업 청년과 니트 청년을 매칭함으로써 청년 니트의 경제적 비용을 산정한 결과, 부산‧울산‧경남 지역에서 청년 니트로 인해 유발되는 경제적 비용은 2019년 기준 약 5조 원에 육박하는 것으로 나타났다. 본 연구는 지역 단위의 청년 니트 자료를 도출하고, 청년 정책 수립에 앞서 청년 실업의현황을 파악할 수 있는 유용한 정보를 제공한다는 점에서 의미가 있다.
Abstract
Recently in the local economy, the problem caused by the outflow of the youth population is intensifying along with the total population decrease. And the economic damage of the local community is increasing as the size of the youth NEETs increases. Therefore, the purpose of this study is to analyze the current status and characteristics of youth NEETs in Busan, Ulsan and Gyeongsangnam-do, and to estimate the economic cost of youth NEETs. According to the results, the size of youth NEETs by region through regional employment survey data, the total number of youth NEETs in Busan, Ulsan and Gyeongsangnam-do was estimated to be about 210,000 in 2019. The percentage of youth NEET in 2019 was 18.6% in Ulsan, 17.5% in Gyeongsangnam-do, and 15.2% in Busan. As a result of calculating the economic cost of youth NEETs by matching employed youth with similar characteristics, it was found that the economic cost caused by youth NEETs in Busan, Ulsan and Gyeongsangnam-do was close to KRW 5 trillion as of 2019. This study is meaningful in that it derives youth NEETs data at the regional level and provides useful information for youth policy establishment.
