한국-EU 과학기술 국제협력 강화방안 연구: Horizon 2020 참여 전문가 델파이 조사를 중심으로

In a situation where the competition for hegemony between the United States and China is intensifying, the need for strengthening international cooperation in science and technology with European countries is increasing. This study explored the policy direction of the Korea-EU international cooperation in science and technology through the Delphi survey of experts who participated in Horizon 2020. As a result, the following implications were drawn for strengthening international cooperation in science and technology between Korea and the EU members. First, a long-term road-map and cooperation strategy should be preemptively prepared to increase human exchanges and to promote international cooperation in science and technology with member countries in the EU. Second, it is necessary to review the consistency of the research process, such as expanding the size of project selection and matching the research period with the EU members in supporting researchers through the domestic research funding program. Lastly, it is essential to prepare a long-term strategy at the national level in relation to the strategic use of overseas science and technology bases.
