사회문제 해결을 위한 국가연구개발사업 운영방향 정립연구

초록
본 연구에서는 과학기술정보통신부에서 지원한 ‘사회문제해결형 R&D사업’ 추진결과를 바탕으로 연구개발 성공률 이 높음에도 연구성과 활용실적이 이를 따라가지 못하는 원인을 분석하고, 사업추진체계 상에서 무엇을 어떻게 개선 할 수 있을지에 대해 제안하였다. 이론 모형과 갭 모형에 기반하여 사업 추진결과의 투입(Input)-산출(Output) 사이 의 간극을 기술적, 수요적, 경제적, 제도적 측면에서 검토하였다. 각각의 측면에서 제시된 주요 사항은 첫째, 기술의 완성도 제고, 둘째, 연구결과물 수요처의 확보, 셋째, 과제종료 이후 연구결과물 개량 및 유지에 필요한 비용 지원, 넷 째, 연구성과 활용 상의 제도적 장벽 해소가 있다. 최종적으로 ‘사회문제해결형 R&D사업’의 효율적 운영을 위해서는 연구자가 수행하는 ‘비R&D 분야 활동’을 부처․전 문기관에서 적극적으로 지원하고, 관리체계를 일반 R&D사업과 철저히 차별화하여야 함을 결론으로 도출하였다. 기 술개발로 해결할 수 있는 사회적 이슈, 수요처의 존재 여부 등을 구체적으로 분석한 후, 연구자가 연구에 집중할 수 있 는 환경을 조성해 주었을 때 사회문제해결을 위한 연구성과의 현장 적용은 더욱 활발해질 것으로 기대된다.
Abstract
Based on the results of the ‘R&D Program to solve Social Problems’ supported by Ministry of Science and ICT, this paper analyzes whether the R&D Program is successful or not, and the reasons thereof. After analysis, this study also suggests what and how to be improved. Based on logic model and gap model, ‘Input-Output’ gaps of result from R&D Program have been analysed at the perspective of technical, demand, economic, and regulative aspects. These suggestions include, first, the completeness of technology, second, secure demand of results, third, support for cost problems necessary to commercialization, and fourth, elimination of regulative barriers. In conclusion, for efficient operation of the ‘R&D Program to solve Social Problems’, government and agencies should actively support ‘Non-R&D activities’ conducted by researchers, and the project management system should be thoroughly differentiated from general R&D projects. After a detailed analysis of social issues which can be solved by technology and of a demand source, and an environment of R&D is friendly to researchers, we can expect commercialization and application of the results of R&D Program more active and efficient.
