개량신약 허가 제도, R&D 다각화 및 실패 경험의 상호작용과 기술이전 간의 관계에 관한 연구

기업의 기술이전에 관한 많은 관심에도 불구하고 대부분의 연구가 공급자 관점에서 이루어져 외부 기술이전의 선행 요인에 관한 이론적 이해가 미진하다. 이에 본 연구는 두 가지 측면에서 정부 정책과 기업의 외부 기술이전 간의 관계 를 분석한다. 첫째, 혁신 촉진 정책은 혁신을 창출하지 못했던 기업들의 혁신 시도를 가능하게 하여 이들 기업과 기존 혁신 기업 간 경쟁 관계가 형성될 수 있다. 본 연구는 기존 혁신 기업이 격화된 경쟁에 대응하고자 외부 기술이전을 고 려함을 주장하고 2008년에 시행된 제약산업의 개량신약 허가 제도에 초점을 맞춘다. 둘째, 기업이 인지하는 외부 경 쟁의 강도 등은 내부 의사결정 구조, R&D 상황 등에 따라 달라질 수 있다는 선행 연구에 기반해 본 연구는 R&D 다각 화 및 실패 경험이 개량신약 허가 제도와 외부 기술이전의 관계에 미치는 영향을 분석한다. KOSPI와 KOSDAQ에 상 장된 제약 기업들이 2001~2014년에 수행한 등록 특허의 권리 이전을 사건사 분석하여 개량신약 허가 제도의 시행은 등록 특허의 이전과 정의 관계에 있음을 발견했다. 반면 R&D 실패 경험은 개량신약 제도 시행이 등록 특허의 이전에 미치는 정의 효과를 약화하였다.
Abstract
Technology transfer has received academic attention. However, there is limited understanding of factors motivating firms to acquire external technologies. This study examines the effects of government policy in two ways. First, innovation facilitating policies make firms with limited capabilities attempt to innovate, which creates competition with innovating incumbents that may consider external technologies to maintain competitive advantages. We focus on competition resulting from the Incrementally Modified Drug Approval Policy(IMDAP) enacted in 2008 in the Korean pharmaceutical industry. Second, we suggest diversified R&D and R&D failure as moderating factors based on previous researches which show that the intensity of competition perceived by firms depends on their decision-making structures or R&D conditions. This study empirically focuses on the acquisition of patents from 2001 to 2014 of pharmaceutical companies listed on KOSPI and KOSDAQ, which was analyzed by the Cox proportional hazard model. The findings showed that the enactment of the IMDAP positively affects the acquisition of external granted patents and this relationship is weakened by R&D failure experiences.
