공무원 정년제도의 개선방안에 관한 연구

Korea's super-low birth rate and aging population are increasing at an unprecedented speed in the world. Now without the elderly population, it has become difficult to expect the productivity promotion. In this situation, considering the formation of a new working age population through the rise of retirement age may be the most ideal alternative to maintaining the country's productivity. In the long run, it would be desirable to abolish the retirement age like in the United States or in the United Kingdom. But in the case of Korea seniority based wage system is still maintained, so the uniform retirement age system is still reasonable and fair. Therefore, rather than abolishing the retirement age immediately, it is more efficient to gradually raise the retirement age in connection with the pension age like in Germany or in Japan. In this paper, we first look at the background of the discussion on the rise of the retirement age of public officials and the contents of the retirement age system in Korea. Next, we will examine the models of rise of the retirement age, and find ways to improve national competitiveness in line with the decrease of labor force while minimizing the government's financial burden.
