경기도 뉴딜정책 대응 직업훈련 관련 조례검토 — 독일 직업훈련 시스템과 지방정부 역할에 비추어 —

In order to solve the serious unemployment problem after COVID-19, the government announced the Korean version of the New Deal comprehensive plan to create 1.9 million jobs by 2025. However, the New Deal requires a long time to train professional skilled workers. In order to solve these problems, the government should develop vocational training programs at the beginning of the policy and conduct educational training accordingly. Gyeonggi Province announced the Gyeonggi-do New Deal policy for the first time in local governments as a way to boost the economic recession caused by COVID-19 and solve the unemployment problem. In order to create jobs in response to the Gyeonggi New Deal, it is eventually required to be embodied in ordinances. And the following shall be reflected in these ordinances: First, the subject of job creation through vocational training reflecting the Gyeonggi New Deal policy should be established. Second, the contents of the composition of a labor-management consultative body for the practicalization of vocational training to reflect the New Deal policy should be included in the ordinance. Third, the outline of the vocational training program reflecting the New Deal should be reflected in the ordinance. Fourth, for example, vocational training support measures reflecting the New Deal, such as education allowances, learning consulting, overseas training, and job placement, should be included in the ordinance. To this end, a plan to partially revise the existing ordinances to supplement the contents of vocational training reflected in the New Deal policy may be considered. However, it is considered a better idea to prepare a separate ordinance (tentative name) on vocational training support related to the New Deal in Gyeonggi Province.
