산학연 협력이 충청권 기업의 특허등록에 미치는 효과 분석 - 충청권 지역특화산업육성사업을 중심으로 -

초록
한국 정부는 중소기업의 혁신 역량을 증진시키기 위해 산학연 협력 형태의 연구개발 지원사업을 적극적으로 추진하고 있다. 지방정부 역시 이러한 중앙 정부의 지원 방향에 맞추어 지역특화산업 육성을 위해 중소기업 혁신 역량 증진을 위해 집중하고 있다. 최고의 공공부문 연구역량을 보유한 대덕연구개발특구가 입지한 충청권은 중소기업의 혁신역량 증진을 위한 산학연 협력의 효과를 분석하기 위한 최적의 지역이다. 이에 본 연구는 정부의 연구개발 자금지원을 받은 충청권 기업을 대상으로 산학연 협력이 기업의 기술혁신 척도인 특허등록에 미치는 효과를 실증분석 하였다. 로지스틱 회귀분석 결과에 의하면 산학연 협력이 중소기업의 특허등록에 긍정적인 영향을 주는 것으로 나타났다. 반면 협력기관의 수는 많을수록 특허등록에 부정적인 영향을 주는 것으로 분석되었다. 산학연 협력 유형별 분석에서는 산산협력과 산연협력만이 특허등록에 긍정적인 영향을 주는 것으로 나타났다. 이는 산산협력이 부정적인 영향을 준다는 선행연구와 다른 결과로서 충청권 기업의 경우, 다른 기관과의 협력보다는 산학연 협력에 대한 수요와 의지가 같은 기업들 간의 협력 효과가 크다는 것을 보여주고 있다. 이와 같은 결과는 기업의 수요를 더 정확하게 파악하고 이를 반영하는 산학연 협력 정책의 필요성을 시사해주고 있다.
Abstract
The Korean government has promoted R&D support projects in the form of industry-university-institute collaboration to enhance the innovation capabilities of SMEs. The Chungcheong region is an optimal region to analyze the effects of industry-university-institute collaboration on the innovation capabilities of SMEs. This study analyzed the effect of industry-university-institute collaboration on patent registration of companies in Chungcheong region that received government R&D funding. According to the results of logistic regression analysis, industry-university-institute collaboration has a positive effect on patent registration of SMEs. On the other hand, it was found that the larger the number of partner institutions, the larger the negative effect on the patent registration of SMEs. In the analysis by industry-university-institute collaboration type, only industry-industry collaboration and industry-institute collaboration had a positive effect on patent registration. These results suggest the need for an industry- university-institute collaboration policy that more accurately understands the needs of companies and reflects them.
