초록
본 논문에서는 액티브 ETF를 중심으로 국내 ETF의 현황을 점검해보고 국내 ETF의 성장과 발전을 위한 정책을 제안하였다. 미국에서 2008년 처음으로 채권형 액티브 ETF가 도입된 이후, 2021년까지 글로벌 ETF 시장은 급속 한 성장을 거듭하였으며, 국내의 경우도 2017년 처음으로 채권형 액티브 ETF가 도입된 이후, 2021년까지 지속적 인 성장을 거듭하였다. 이와 같은 ETF의 양적인 성장에도 불구하고 질적인 면에서는 패시브 ETF가 ETF의 주류를 형성하고 있어 초과수익에 대한 수요를 담당할 수 있는 액티브 ETF의 성장이 필요할 것으로 보이는데, 이를 위한 정책적 과제는 크게 수요측면과 공급측면으로 나눌 수 있다. 수요측면에서는 액티브 ETF 상품판매 회사에게 설명 의무를 강화하고, 투자자의 상장폐지 부담을 최소화할 수 있도록 하며, 지속적으로 비용규모를 하락하도록 유도 하고, 기관투자자들의 액티브 ETF 시장참여를 유도하는 정책을 마련해야 할 것이다. 공급측면에서는 PDF와 상관 계수 및 상품구성에 대한 정책을 마련해야 할 것으로 보이는데, 이러한 정책들은 투자자들과 관련업계와의 이해 관계가 상충되므로 투자자들에 대한 액티브 ETF 관련업계의 신뢰성 회복 노력에 준하여 관련정책을 입안해야 할 것이다.
Abstract
This paper surveys the status and issues of ETF market in Korea, especially focused on active ETF. In 2021, the AUM of global ETF market grows as 14 times as in 2008 that launched bond active ETF for the first time in US and the AUM of Korea ETF market grows as 2 times as in 2017 that launched bond active ETF for the first time in Korea. But this growth usually relies on passive ETF to follow on market, so there need to be active ETF to beat market for the demand of investors. This paper suggests ideas for the development of active ETF in two ways. One is demand side, and the other is supply side, For demand side, the authorities need to make financial investors protection act firmly and for supply side, the authorities need to regulate the act of PDF, correlation co- efficient and asset class according to the efforts of financial institutions to gain reliability of investors.
