지방정부 플랫폼 노동정책의 방향 및 정부 간 관계 연구

This study intends to discuss what policy direction should be taken by local governments and which ones should be prioritized when implementing platform labor policies about local-based platform workers. AHP, IPA, and interview were conducted on 16 platform labor experts (researchers, practitioners) working in central and local governments on priorities, possible detailed projects, and policy directions. As a result, it was found that the policy priorities that local governments should implement are support for business fair trade measures, organization and social agreements. And, as detailed projects suitable for specific implementation, they were classified into fair trade post response support, fair trade prevention, organizational support, risk insurance support, health care support, and accident support. Overall, the platform labor policy of local governments should aim that the first is to provide service support for fair trade and job performance of platform workers, and the second is to coordinate the roles of platform enterprise and workers through social dialogue and to improve the problems in the industry. And local governments seem to have a direction to detailed customized services, focusing on job-related interventions rather than livelihood welfare, from company- mediation method to public-mediation methods, resolving imbalances by policy agenda and allocating stakeholder roles.
