중소기업에서 일터혁신에 대한 노동자의 인지가 인적자원성과에 미치는 영향:정부지원의 조절효과를 중심으로
An Empirical Study on the Effect of Workers’ Perception of Workplace Innovation on Human Resource Performance in Korean SMEs:Focusing on the Moderating Effect of Government Support

본 연구의 목적은 중소기업에서 일터혁신에 대한 노동자의 인지가 인적자원성과에 미치는 영향을 분석하고 나아가 이러한 관계에서 정부지원의 조절효과를 검증하는 것이다. 이를 위해 본 연구는 정부의 지원정책 중에서 간접적인 지원유형에 속하는 노사파트너십 프로그램 지원사업을 선택하여 2021년 사업평가에서 취합된 62개 중소기업에 소속된 487명 노동자의 설문응답 자료를 통계분석에 활용하였다. 분석결과, 협력적 노사관계, 몰입형 인사관리 그리고 일터혁신 관행의 묶음이 조직몰입에 유의미한 정(+)의 영향을 미쳤으나 참여적 작업조직은 영향관계가 없는 것으로 나타났다. 혁신행동에 대해서는 협력적 노사관계, 참여적 작업조직, 그리고 일터혁신 관행의 묶음이 유의미한 정(+)의 영향을 미쳤으나 몰입형 인사관리는 영향관계가 없는 것으로 나타났다. 조절변수인 정부지원은 독립변수인 협력적 노사관계, 참여적 작업조직, 몰입형 인사관리, 일터혁신 관행의 묶음 그리고 종속변수인 조직몰입과 혁신행동 간의 관계에 있어 모두 유의미한 정(+)의 조절효과를 보이는 것으로 나타났다.
Abstract
The purpose of this study is to verify an effect of the workplace innovation on human resource performance and a moderating effect of government support in this causal relationship. The data were used by selecting 487 workers’ response collected from the Korean Ministry of Employment and Labor's survey for the evaluation of the labor-management grants program by government support. As a result, labor-management partnership, high- commitment HRM and workplace innovation’s bundles had a significant positive (+) effect on organizational commitment. Labor-management partnership, high-involvement work organization, high-commitment HRM and workplace innovation’s bundles all had a significant positive (+) effect on innovation behavior. Government support showed the significant positive (+) moderating effects in the causal relationship between workplace innovation (labor-management partnership, high-involvement work organization, high- commitment HRM and workplace innovation’s bundles) and human resource performance (organizational commitment/innovation behavior).
