스마트워크에 따른 공무원 유연근무제 연구: 원격근무제 이용 활성화와 발전방향을 중심으로

The spread of smart work has increased significantly in the South Korean public and private sectors, as well as overseas. In 2010, the Ministry of Public Administration and Security, which played the role of the central personnel authority at the time, established and implemented the “Basic Plan for Activation of the Flexible Work System.” However, when comparing South Korea's use of the flexible work system to that of other major advanced countries, the percentage of use of telework in the flexible work system is significantly lower. Therefore, the present study focuses on analyzing the status of the use of telework system, which has expanded due to COVID-19, and explores development direction of telework. For this purpose, statistical data from the Ministry of Public Administration and Security and the Ministry of Personnel Management were collected and analyzed, along with domestic and foreign cases. This article briefly summarizes prior research related to smart work. It analyzes the concept, types, and applications of smartwork, and briefly examines domestic and overseas cases of telework according to smartwork. Following an examination of the institutional development process of the flexiblework system and changes in related laws and regulations, the statistical data on the actual use of the telework system, which is a core issue of the current flexible work system, is analyzed, its problems are identified, and the future development directions of telework are presented.
