초록
[연구목적]본 연구는 주택에 대한 부동산 보유세의 세수 및 제․개정 현황을 살펴보고 현행 부동산 보유세의 이원적인 과세체계에 대한 문제점을 파악한다. 또한 주요국의 부동산 보유에 대한 조세정책을 분석하여 시사점을 도출하고 종합부동산세와 재산세의 일원화를 위한 과세제도 개선방안을 제시한다. [연구방법]본 연구는 문헌 연구분석을 통해 개선방안을 도출한다. [연구결과]현 정부는 부동산 보유세제의 일원화 방안을 정책과제로 삼고 있다. 이처럼 조세 원리에 맞게 이원화된 보유세 제도를 일원화하기 위해서는 감세 논란 및 종합부동산세 전액을 부동산교부세로 받아온 지방자치단체의 재원 보전 문제 등 다양한 연구가 필요한 것이 현실이다. 부동산 보유세제의 일원화는 복잡한 세액산출의 과정을 단순하게 하는 등의 장점이 있지만 이를 정책화하기 위해서는 과세기준일과 납세의무자의 기준을 재정립하고 납세지에 대한 과세관할을 합리적으로 정립해야 할 것이다. [연구의 시사점]본 연구는 부동산 시장의 안정과 주택거래의 활성화를 위한 대안으로 주택 관련 부동산 보유세제의 일원화를 제시한 점에서 조세 행정업무의 효율성을 제고하고 실무적으로 공헌할 것으로 판단된다. 또한 부동산 보유세제 일원화에 따라 지방자치단체에서 직접 과세권을 행사하여 보다 균형적인 발전을 이룰 것으로 예상한다.
Abstract
[Purpose]We investigate the problems with the dual taxation system of the current Real Estate Holding Tax System in addition to reviewing the current state of tax revenue and enactment and revision of Real Estate Holding Tax on housing. Furthermore, this study analyzes policies of Real Estate Holding Tax in influential countries. On that basis, this study represents a more useful way of the Unification of Real Estate Holding Tax on Housing. [Methodology]This study adopts literature review and considers systematic improvement plan. [Findings]The current government examines the unification of the Real Estate Holding Tax System for a major change in policy, which requires various studies. Such an approach has the advantage of simplifying the current complicated tax calculation process；however, its establishment as a policy necessitates the logical reestablishment of the base date of taxation, standard in determining taxpayers, and taxation jurisdiction. [Implications]This study is expected to substantiate the unification of the Real Estate Holding Tax System and to contribute to further revisions of tax laws.
