절차적 정의 교육프로그램의 효과성 분석: 성향점수매칭(PSM) 기법을 적용한 준실험적 접근

A considerable literature has grown up concerning procedural justice as a practical means for strengthening police legitimacy. Procedural justice focuses on strengthening police legitimacy by expressing attitude of participation, neutrality, trust and respect towards citizens during police-citizen contacts. Recently, greater attention is now paid to alternative approaches that focuses on officers’ perceptions of their own procedural justice. In addition, many police agencies has launched procedural justice educational programme, and many researchers have tried to assess its short-terms and long-term effectiveness. However, little effort has been devoted to this literature by most of the policing researchers in the context of South Korean police. This study attempts to analyse the effectiveness of procedural justice education program which is conducted by Police Human Resources Development Institute (PHRDI). A quasi-experimental approach using propensity score matching (PSM) is adopted to compare and analyze the difference between treatment-group (who carried out education programs) and untreated control-group. Results show that education program has its short-term effectiveness. The average perception on procedural justice of treatment group is higher than that of control-group. Based on the results, theoretical and practical implications are discussed.
