This study is about the analysis and improvement of government finance expenditure, which plays an important role in national economic and technology development and securing future growth engines. In the country's fiscal expenditure by sector, the average share of each of the four sub-specialties was compared for the five major sectors to analyze whether there was a significant difference between the sectors. As a result of the analysis, it was found that the share of budgets for each of the four categories, which are the classification criteria for each type of government fiscal expenditure, differed by sector. Based on the analysis, the following policy implications were derived. First, it is necessary to check the spending structure by comparing the share of spending in the same group or in different sectors shown in the analysis results and to improve the unreasonable parts. If you benchmark the spending structure of other fields and apply it to budgeting, it can help to improve the efficiency of spending. Second, labor costs in government finances are difficult to reduce due to their characteristics, and since they are a factor that puts a continuous burden on the finances, a policy to minimize them is necessary for the future national finances. Third, if a limiting standard for the increase or decrease of the share or size of expenditure in fiscal expenditure can be established and maintained at an appropriate level, fiscal volatility can be reduced, which can be a stable management plan for fiscal expenditure. Fourth, since there are irrational aspects of political expenditures in national development projects, it is necessary to rationally manage national fiscal expenditures by applying accurate benefit analysis and clear economic logic. Expenditure in the political aspect makes the national finances more difficult, so it is necessary to exclude them and change the meaning of the national finances recognized as 'Blind money'.
