성인지적 관점에서 창업성공패키지 사업에 대한 평가와 과제

In the reality of high youth unemployment, the government emphasizes youth start-ups as an alternative to job creation, and the size of the budget for start-up support policies is increasing every year. However, in this start-up support policy, women or young women are not considered as policy targets. In this study, gender equality effects were analyzed and improvement tasks were derived from gender-responsive perspectives, focusing on the “Start-up Success Package” of the Ministry of SMEs and Startups, a representative project with a high percentage of youth participation. As a result of the gender impact assessment, the number of beneficiaries of the project increased every year to 983 in 2020, but the proportion of female participants was 21.4%, which was significantly lower than that of men. For the gender equality effect of the project, the gender-responsive budgeting has been prepared since 2019, and the ratio of female entrepreneurs' benefits has been set and managed as a performance goal, but it was found that the goal has not been achieved in 2020 following 2019, Based on these research results, it proposed improvement tasks such as improving business execution methods and contents, expanding women accelerator registration, and gender lens investing, to expand women's participation in business and grow women enterprise into unicorn company.
